APLP Fellowships for International Students

Brief description:
The Asia Pacific Leadership Program (APLP) is an innovative graduate level certificate program that combines the development of regional expertise with the enhancement of individual leadership skills. The APLP is a nine-month program (mid-August to mid-May) with a minimum five-month residency requirement. All APLP participants receive an APLP Entry Fellowship upon acceptance into the program.

Eligibility and Desired Qualifications:
•  Bachelor’s Degree – applicants must have a 4-year bachelor’s degree or its equivalent from an accredited U.S. College or University or from a recognized institution of higher learning abroad. Equivalency is determined by the University of Hawai’i. Generally, an equivalent could be a 3-year bachelor’s degree plus a 1-year master’s degree, or a 2-year bachelor’s degree plus a 2-year master’s degree.
• TOEFL is a requirement for all international students (unless automatically exempt). Your TOEFL test result can be no more than two years old. The International English language Testing System (IELTS) may be substituted for TOEFL. See FAQs for further details. It is recommended that you take the TOEFL test as soon as possible.

Hungarian Government Scholarships for Foreign Students

Brief description:
Through the Hungarian Scholarship Board Office, the Hungarian Minister of Education and Culture offers scholarships for foreign students and professors of higher education institutions as well as research fellows who intend to gain further professional experience in Hungarian institutions of higher education or research. Scholarships can be applied for under two systems:
Bilateral Agreements: Scholarships are awarded to citizens of countries (and territories) that have a valid/effective educational co-operation programme with Hungary, or a bilateral agreement signed by the Hungarian Government or the Ministry of Education and Culture of Hungary and the relevant ministry of the given country (or territory).
Scholarship Pool: Various types scholarships are available to students from selected countries/territories.
Scholarships are available for (A) semester/partial studies; (B) postgraduate studies – research; (C1) full PhD programmes; (C2) partial PhD studies; (D) postdoctoral studies – research; (E) research stay; and (F) summer courses.

HUF 79,200 stipend per month and HUF 70 000 accommodation allowance per month, for scholarships 21 days or shorter, accommodation allowance and a stipend of HUF 3000/day.  These amounts are paid by the HSB Office.
C/1. Full PhD programme (36 months)
HUF 100,000 per month, paid by the host institution, and student hostel accommodation in a university residence hall paid by the scholarship-holder
C/2. Partial PhD studies (12 months)
HUF 100,000 per month, paid by the host institution, and student hostel accommodation in a university residence hall paid by the scholarship-holder.
D. Postdoctoral studies,research (1-10 months)
HUF 118,800 per month and HUF 80,000 accommodation allowance per month, paid by the HSB Office.
E. Research stay (3-21 days or 1-10 months)
HUF 118,800 per month, and HUF 80,000 accommodation allowance per month, for scholarships lasting 21 days or shorter, accommodation allowance and a stipend of HUF 3000/day.  These amounts are paid by the HSB Office.
F. Summer courses in 2013 (1-4 weeks)
Tuition-free courses, free accommodation and meals.
NOTE: The scholarship is meant to cover the living expenses of one person only, so there is no available financing or visa exemption for accompanying members of the family or any other persons. Neither visa related fees nor any other costs related to the grantee’s stay in Hungary shall be compensated for.  Travel expenses to Hungary and back to the country of origin are not covered by the Hungarian Scholarship Board.
Citizens of all other countries staying in Hungary for more than 1 month are covered for medical treatment in case of sudden illness. Except emergency cases none of the costs of dental care are covered. Scholarship-holders staying in Hungary for less than 1 month are required to make their own arrangements for insurance coverage.
Eligibility:
A – semester/partial studies (3-10 months)
Available for: undergraduate (BA/BSc) and graduate (MA/MSc) students (enrolled at foreign higher education institutions), especially those majoring in Hungarian Language and Literature and students participating in a single degree track university programme (such as General Medicine, Dentistry, Pharmaceutical Studies, Veterinary Studies, Architecture, Studies in Law, etc.). Before application, students are required to have completed minimum two semesters at their home institutions. For “Type A” scholarship students may apply only on one occasion during their Bachelor’s studies, and once during their Master’s studies.
B – postgraduate studies, research (3-21 days or 1-10 months)
Available for: applicants holding a Master’s degree or an equivalent university degree, including PhD students who intend to do research for their dissertation and wish to stay in Hungary for less than 10 months. (However, PhD students cannot earn credits during the scholarship period at the host university.)
C/1 – full PhD programme (36 months)
Only students proficient in Hungarian can apply. The scholarship is conditional upon successful entrance exam/ admission to the respective doctoral school.
C/2 – partial PhD studies (10 months)
Applicants must be enrolled in a PhD programme at an accredited higher education institution in their home country or in a foreign country (but not in Hungary).
D – postdoctoral studies, research (1-10 months)
Applicants must hold a PhD or an equivalent degree.
E – research stay (3-21 days or 1-10 months)
Available for associate professors or high-ranking academics as well as researchers holding minimum a PhD or an equivalent degree.
F – summer courses in the summer of 2013 (2-4 weeks)
Only courses published in the list of “Summer Courses 2013” on the HSB website can be selected. You may select three different courses but your scholarship will allow you to participate only in one course
Cases for Non-Eligibility
•  Foreign citizens with a residence permit or in the course of applying for a residence permit in Hungary cannot apply.
•  Men and women, who have an employment contract or employment relationship as defined by the law in Hungary cannot apply
•  Students applying for part-time or correspondence study programmes cannot apply.
•  Students applying for non state-financed universities cannot apply.
•  Students admitted to tuition fee-paying institutions of higher education cannot apply.
Age Limits for Applicants
•  30 years for scholarships for semester studies
•  40 years for scholarships for postgraduate studies
•  35 years for scholarship for PhD scholarships
•  45 years for postdoctoral scholarships
•  There are no age limits for the following types of scholarships: research stay and summer courses.

Australia Awards Fellowships

Brief description:
Australia Leadership Awards Fellowships are now Australia Awards Fellowships. The Australian Awards Fellowships are a component of a regional program that aims to develop leadership and build partnerships and linkages with developing countries.  They are intended for those who are already leaders or have the potential to assume leadership roles that can influence social and economic policy reform and development outcomes.
Australia Awards Fellowships are for short-term study, research, and professional attachment programs in Australia delivered by Australian organizations.

Japanese Government Scholarships for International Research Students

Brief description:
The Ministry of Education, Culture, Sports, Science, and Technology (MEXT) offers scholarships to international students who wish to study in graduate courses at Japanese universities either as (non-degree) student or regular student for a degree under the Japanese Government (MEXT) Scholarship Program for 2015.  See also Japanese Government Scholarships for Undergraduate Students.

Eligibility:
(1) Nationality: Applicants must have the nationality of a country which has diplomatic relations with the Japanese government. Stateless persons can be applicants, too. Applicants who have Japanese nationality at the time of application are not eligible. However, applicants of dual nationality who reside outside of Japan is eligible only if they will expatriate from Japan by the time of arrival in Japan. Screening of applicants will be made at the Japanese diplomatic mission in the country of applicants’ nationality.
(2) Age: Applicants must have been born on or after April 2,1980.
(3) Academic Background: Applicants must be a graduate from a Japanese university or have academic ability equal or superior to that of a Japanese university graduate. A person will be deemed to have academic ability equal or superior to that of a university graduate, if he/she
•  has completed or will complete a 16-year school curriculum in a foreign country (or an 18-year school curriculum if he/she desires to enroll in a doctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-year department or faculty); or
•  is or will be aged 22 or older and has taken an individual entrance qualification examination and has been judged by a Japanese graduate school as being equal or superior in academic ability to a university graduate (or 24 or older if he/she desires to enroll in a doctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-year department or faculty).
Note: Eligible applicants include those who otherwise satisfy or will satisfy qualification requirements for admission to a Japanese graduate school. As a general rule, a person who has completed a doctoral course may not apply unless he/she seeks to obtain a degree.
(4) Japanese Language: Applicants must be willing to learn the Japanese language, interested in Japan and enthusiastic about deepening their understanding of Japan after arriving, and capable of engaging in study and research while adapting   themselves to life in Japan.
(5) Health: Applicants must be physically and mentally healthy enough to take graduate studies at universities in Japan.
(6) Arrival in Japan: In principle, applicants must be able to arrive in Japan between the 1st and 7th of April 2015, or within two weeks of the date set by the receiving university for the beginning of the semester (in principle, in September or October).
(7) Visa Requirement: In principle, selected applicants must acquire “College Student” (ryugaku,留学) visas before entering Japan. The visas should be issued at the Japanese legation, located in the country of applicants’ nationality.  Applicants who change their resident status to any status other than “College Student” after their arrival in Japan will immediately lose their status as Japanese government scholarship student.

Netherlands Fellowship Program for Short Courses

Brief description:
Nuffic, through the Netherlands Fellowship Programme, provide scholarships for a number of selected courses offered by education institutions in the Netherlands. The courses lead to a Dutch certificate or a diploma and their duration varies from two weeks to twelve months.

– multilateral donor organisations, (e.g. a UN organisation, the World Bank, the IMF, Asian Development Bank, African Development Bank, IADB),

• must have an official and valid passport;
• must not receive more than one fellowship for courses that take place at the same time;

Hubert Humphrey Fellowships in USA for International Students

Brief description:
The Humphrey Fellowship Program is for experienced professionals interested in strengthening their leadership skills through a mutual exchange of knowledge and understanding about issues of common concern in the U.S. and Fellows’ home countries.

International Summer School Scholarships at University of Oslo

Brief description:
The University of Oslo offers scholarships to applicants from certain countries to study Masters and Bachelor’s courses offered during the International Summer School.

International students from Asia, Oceania, Africa, Central America and South America, Caucasus and Balkans, Former Soviet Union states,  EU and EEA countries, USA, and Canada.
Scholarship value/inclusions:
The scholarship includes the basic fee, reading materials, and Oslo transportation card. The scholarship may include a travel grant that covers the plane tickets to/from Oslo (priority is given to applicants to Master’s courses from countries in Asia, Oceania, Africa or South America)
